杨国强在调研疫情防控、项目建设、安全生产、生态环保、基层党建等工作时强调 大力弘扬“严真细实快”工作作风 扎实推动各项重点任务落地落实1月18日，市委书记杨国强就疫情防控、项目建设、安全生产、生态环保、基层党建等工作进行调研，强调要深刻把握当前形势，大力弘扬“严真细实快”工作作风，切实统筹好常态化疫情防控和经济社会发展，统筹好发展和安全，扎实抓好各项重点任务落实，全力推动高质量发展。

在市中医院，杨国强听取市传染病医院、市中医院、市精神卫生中心建设情况汇报，要求统筹各方力量，加快推进民生工程，共同把实事办实、好事办好随后，杨国强实地察看市传染病医院综合楼病人运送通道、负压病房，详细了解市级定点救治医院日常工作开展、设备配备、应急准备、人员培训等情况，要求按照规范流程和工作要求，全面提升医院应急处置水平。

杨国强强调，疫情防控一稳皆稳、一失皆失，各级各部门要清醒认识当前疫情防控形势的严峻复杂性，责任再压实、措施再强化，全力维护全市疫情防控平稳态势要全面做好应急准备工作，坚持立足于有、防范在前，进一步完善应急预案，学习借鉴其他地区经验做法，加强全员培训和实战演练，以战时状态做万全准备。

把“外防输入”作为重中之重，加强重点人群、重点场所、重点部位管控，实行全链条、全过程、全方位闭环管理，织密筑牢疫情防控安全网杨国强还来到悦湖书院集中医学观察点，听取观察点运行及服务保障、应急准备等情况汇报，强调要进一步落实落细各项防疫措施，严格规范管理，提升安全防范水平。

切实关心关爱留观人员，安排好食宿起居，保障他们安心度过医学隔离观察期

在东营齐润化工有限公司，杨国强来到生产控制中心，听取企业生产运行、安全生产工作情况汇报杨国强强调，安全生产事关人民群众生命财产安全，事关社会发展稳定大局，须臾不可放松各级各部门要牢固树立安全发展理念，始终把安全生产工作牢牢抓在手上、放在心上、落实到行动上。

要严格落实安全生产责任制，坚持党政同责、一岗双责，层层压实属地管理责任、行业主管部门责任、部门监管责任、企业主体责任，真正做到守土有责、守土负责、守土尽责要紧盯重点部位、关键节点、薄弱环节，加大隐患排查整治力度，切实提升安全监管水平，确保安全生产形势持续稳定。

在华泰集团，杨国强走进华泰70万吨铜版纸生产车间、45万吨新闻纸生产车间，察看企业生产运行情况，听取企业发展历程、产业规模、项目规划建设等情况汇报杨国强对企业多年来的发展给予充分肯定，指出，企业家是东营的宝贵财富，要大力弘扬企业家精神，坚持创新引领，加强科技研发和技术攻关，持续提升核心竞争力，推动做优做强。

要牢固树立底线思维和红线意识，切实做好安全生产和生态环保各项工作，推动安全发展、绿色发展各级各部门要强化“抓项目就是抓发展、谋项目就是谋未来”的理念，认真研究谋划好今年的重点项目，全力抓建设进度、抓优化服务，切实增强高质量发展支撑能力。

要主动为企业搞好服务，想企业之所想、急企业之所急、解企业之所困，努力为企业发展营造良好环境在东一路水系，杨国强听取第二轮省环保督察反馈问题整改情况汇报，现场察看水系治理情况杨国强指出，做好环保督察整改工作是重大政治任务、重大民生工程。

各级各部门要切实增强思想自觉、政治自觉、行动自觉，加大力度，强化调度，以钉钉子精神抓好中央和省环保督察反馈问题的整改落实，确保取得扎实成效要坚持问题导向，瞄准薄弱环节，加快实施雨污分流改造等工程，加大环保监测和执法力度，严厉打击偷排偷放违法行为，不断改善河湖水系水环境。

在广饶县大王镇，杨国强来到中共刘集支部旧址纪念馆和《共产党宣言》陈列馆，认真听取讲解、观看展览，详细了解东营地区党组织发展历程，回顾《共产党宣言》在世界、在中国、在广饶传播和发扬的光辉历程他指出，东营是一片流淌着红色血液的热土，红色资源是鲜活的历史，是宝贵的精神财富。

各级要充分用好红色资源，教育引导广大党员干部传承红色基因，赓续红色血脉，弘扬革命传统，巩固深化党史学习教育成果，凝聚干事创业的精神力量走出陈列馆，杨国强与村党支部书记深入交流，详细了解村党支部建设、村级集体经济发展、群众生产生活等情况。

他强调，农村基层党组织是党在农村的全部工作和战斗力的基础，要充分发挥党支部战斗堡垒作用和党员模范带头作用，因地制宜发展村集体经济，促进村民增收致富，推动基层党组织全面进步全面过硬市领导王晓军、苟增杰、刘忠远、刘美华，省黄三角农高区管委会副主任毕建明、王守宝分别参加活动。

On January 18, YANG Guoqiang, Secretary of CPC Dongying Municipal Committee, conducted a survey of the efforts in pandemic control, projects construction, work safety, environmental protection and primary party organizations development, and emphasized that, based on a profound understanding of the current context, the principles of “strict, true, meticulous, pragmatic and fast” must be faithfully practiced, the normalized pandemic control efforts must be well coordinated with socio-economic development, safety must be protected during economic development and the key tasks must be properly fulfilled. CHEN Bichang, Deputy Secretary of CPC Dongying Municipal Committee and Mayor of Dongying City, and TIAN Heyou, Deputy Secretary of the Party Working Committee and Executive Deputy Director of the Management Committee of the Agricultural High-tech Industrial Demonstration Area of the Yellow River Delta of Shandong Province, also participated in the survey.

At the TCM Hospital of Dongying, YANG Guoqiang listened to the report on construction progress of the Infectious Disease Hospital, TCM Hospital and Mental Health Center of Dongying City, and required that the efforts of the participating parties must be concentrated to accelerate the livelihood projects and to accomplish the well-intentioned plans in a proper and practicable manner. YANG Guoqiang emphasized that the pandemic control efforts must be steadily conducted to eliminate all risks, and the departments at all levels must clearly recognize the challenging and complex situation of pandemic control and make all possible efforts to keep the pandemic under firm control.

At the Dongying Qirun Chemical Industries Co., Ltd., YANG Guoqiang visited the Production Control Center where he listened to the report on production, operation and work safety of the enterprise. YANG Guoqiang emphasized that work safety is a priority issue that can never be taken slightly, for it concerns the life and property safety of the people and stable development of the society. The departments at all levels must be keenly aware of the importance of safety issues and always treat work safety as the top priority and maintain safety in any and all practical works.

At the Huatai Group, YANG Guoqiang visited the 700,000t/a coated paper production workshop and 450,000t/a newsprint production workshop of Huatai, inspected production and operation of the enterprise, and listened to the report on the corporate development history, production scale and projects planning and implementation of the enterprise.

At the Dongyilu Water System, YANG Guoqiang listened to the report on rectification of the problems detected by the second round of provincial environmental inspection, and inspected the water system improvements on site. YANG Guoqiang noted that environmental supervision and rectification is a major political task and a key livelihood project.

In Dawang Town, Guangrao County, YANG Guoqiang visited the Memorial Site of Liuji Party Branch and the exhibition hall of the Communist Manifesto, carefully listened to the presentation and watched the exhibited items, learned in detail the development history of the Party organization of Dongying, and revisited the glorious history of Communist Manifesto being disseminated and carried forward in the world, in China and in Guangrao.

WANG Xiaojun, GOU Zengjie, LIU Zhongyuan, and LIU Meihua, who are municipal leaders, and BI Jianming and WANG Shoubao, deputy directors of the Management Committee of the Agricultural High-tech Industrial Demonstration Area of the Yellow River Delta of Shandong Province, also participated in the event.
