2016年10月22日，在距离美国大选只有十几天的关键时期，共和党总统提名人特朗普在葛底斯堡发表演说特朗普说，之所以选择在这个地方发表他迄今为止最重要的演讲，就是希望表达他反建制的内涵与当年林肯演讲的核心是一脉相承的。

特朗普详细列举了其对华盛顿现有政治生态具有颠覆性的百日计划。

特朗普称，这是与美国选民订立的契约他罗列的具体措施包括：在10年时间内创造2500万个新就业岗位、打击非法移民、为国会议员设立任期限制、国会议员离任后5年内不得从事游说工作、重新谈判北美自由贸易区协定以及废除现任总统贝拉克·奥巴马的医疗改革等。

特朗普说，上述举措将在他入主白宫百日内，打包成诸如“终止非法移民法”或“废除或替代奥巴马医保法”等提交国会立法通过。
